【カナダ】PRカードが届かない！！どうしたらいい？対処法は？

2020年2月2日にカナダ・アメリカのボーダーへ行ってフラッグポール(一度アメリカへ出てカナダへ戻ってくることでビザのステータスを変更する)をしました。

この記事を書き始めたのは2020年5月19日。

すでにこの時で3ヶ月ちょい経過しております。

しかし！！！
まだPRカードが届いていない！！

ということで、PRカードが届かない場合、どのようにチェックして、どのように問い合わせたらいいかをまとめてみました！

こんなことがないのが一番なのですが、、泣

PRカードのプロセス期間をチェック

Check processing timesをまずチェックします。

What are you applying for?
→Permanent Resident cards

Did you submit a PR card application or solemn declaration?
→No, I am waiting for my first card.

現在の待ち時間を調べます。すると

13日で届くってなってるのに、私、3ヶ月待ってます！笑

Application Statusを確認

上で13日で届くということが判明したので、次は自分のApplication Statusをチェックしてみましょう。

What did you apply for?
→Permanent Resident card(PR Card)

Client application status
I have read,,,,,,
の下をチェック入れて同意します。

Identification Type:
Client ID Number / Unique Client Identifier

Identification Number:
書類からUCIナンバーを入力

あとは
苗字、誕生日、出生地を入力してContinueします。

そうすると、まず自分の住所が出てくるので、間違いなければ、下のほうにある Permanent Residence Application Status 欄、Completeをクリックします。

  1. We received your application for permanent residence on October 1, 2019.
  2. We started processing your application on December 11, 2019.
  3. We sent you medical instructions on November 26, 2019.
  4. Medical results have been received.
  5. You entered Canada at the CBSA Douglas / Pacific Highway office on February 2, 2020 and became a Permanent Resident.

これが私のPRカード申請状況のすべてなのですが、こんな感じでどのような処理がおこなわれたかの一覧が出てきます。
これで完了となっているのにPRカードが届かないのはおかしい！

ということで次は問い合わせです。

メールで問い合わせ

IRCCのWebformから問い合わせします。

私のPRカードがまだ届いてません！
どーなってますか（泣

あとは、Applicant Information（申請者の情報）、Enquirer Information（問い合わせ者情報）を記入します。
Applicant informationとEnquirer informationは、自分で問い合わせる場合は情報が重複する感じになると思いますがそれで大丈夫です。

あとは、聞きたいことを記入して I agree with the consent and disclaimer. にチェックを入れて、添付書類なしで完了させます。

3月27日にWebformから問い合わせをして、4月1日に返信がありました。

(抜粋)
We verified the information on file and are pleased to inform you that your Permanent Resident card (PR card) was sent on February 24, 2020, at the following address:
If you do not receive your card at the address above by April 6, 2020, or if your address has changed, please contact us again by filling the IRCC Web form.

えぇーーーー…カナダあるある。絶対これ郵送物が途中で紛失してるパターン。
なんで重要書類が普通郵便なの！！と怒りさえ覚えるが、これはもう仕方ない、、。

とりあえず4月6日まで待って、届かなければ再度連絡します。。

Solemn Declarationの提出

4月6日になっても届かなかったため、再度連絡したところ、

If you are waiting for your permanent resident card (PR card), six weeks have passed from the time the card was mailed to you and you have not received it, we invite you to:

  • Complete this Solemn Declaration,
    • you can fill it out online and print it or fill it out by hand,
  • Send it to the Case Processing Centre in Sydney, Nova Scotia,
    • the address and fax number are provided at the bottom of that form.

との返信があり、2月24日にPRカードが送られていて、この時点で4月6日。
6週間ちょうど経過したくらいだったので、Solemn Declarationを作成して提出しました。

このSolemn Declarationでは、
①Under the following circumstances（経緯）
②I have made the following efforts to locate this document（この書類を出すまでにしたこと）
を聞かれます。

①には2月にボーダーに行ってフラッグポールして、スタンプをされたConfirmation of Permanent Residenceの紙をもらったこと
②には問い合わせをして、この書類を出してって言われた、という経緯を記載しました。

Solemn DeclarationのPDFに送付先があるのでその住所に送付します。
確実に届くように、トラッキングしておきましょう！！！
私は諸事情がありエクスプレスにしたので、合計$22くらいしました…。

月に1回問い合わせ続ける

それから毎月、IRCCにオンラインで問い合わせ続けました。しかし、

We have verified the information you provided and we were not able to locate your solemn declaration in the system yet.

However, rest assured that this situation is normal since the responsible office is currently processing solemn declarations received before February 6, 2020.

Due to the ongoing situation related to the novel coronavirus (COVID-19), some IRCC offices are currently operating with reduced or critical staff only.

と、質問内容を変えてもこの返信しかきませんでしたｗ

私が問い合わせをしていた時はコロナのパンデミックの真っただ中。
5月、6月、と連絡し、もうこれは無理かもと思ってビザコンサルタントさんにお願いしてIRCCへ連絡してもらいました。
しかし結果は一緒。電話しても回答はメールと一緒だったそうです。。

そして10月にビザコンサルタントさんから待ちに待った連絡が！

IRCCに連絡したところ(10月5日)、10月1日にPRカードを再発送したそうです。
もうすぐ届くかと思うのでご確認ください！

わーーーーー！！！

そしてついに…

10月7日、PRカードが届いていました！！！！

まとめ

PRカードがなかなか届かない！ということが起こってほしくないのですが、このように私の身にも降りかかりました、、(´；ω；`)ｳｩｩ

2019年の9月に申請書類を提出し
　　　　↓
2019年12月に健康診断の受診の連絡を受け
　　　　↓
2020年2月にフラッグポールをし
　　　　↓
2020年10月についに、、PRカードを取得することができました！

どうしようもない事なのですが、注意点としては、Solemn Declarationを提出すると、
I am waiting for my first cardではなく、Renewの扱いになってしまいます。

この2つではWaiting timeが多少変わってきますので、本当に届かないときの最後の手段として提出したほうがいいかもしれません。
コロナのパンデミック中と、タイミングが悪すぎで、First cardなら2週間なのに、Solemn Declaration提出者は180日と出て、ショックを隠し切れませんでした。。

でもWaiting timeはよく変わるので、ちょくちょくチェックする、、というかやっぱりIRCCに問い合わせ続けることをおすすめします！
